Popcorn Ceiling Asbestos in Massachusetts how to test, what state rules say, and what it costs

The short answer

Does my popcorn ceiling have asbestos?

Maybe. Popcorn ceiling asbestos is most likely in homes built before the 1980s, and you cannot tell by looking, so get a lab test before anyone scrapes, sands or drills it. In Massachusetts, only DLS licensed and certified contractors may be hired to remove asbestos, and MassDEP must be notified 10 working days before removal.

Answer four questions. The checker tells you whether to test first, who should do the next step, and what it usually costs, then writes a note you can send to us.

1. When was the house built?
2. What does the ceiling look like?
3. What do you want to do?
4. Has it been tested?

Which popcorn ceilings may contain asbestos?

Sprayed-on ceiling texture hid flaws and dulled sound, and for years some of it was mixed with asbestos fibers. Federal rules banned spraying asbestos for decoration in the 1970s, but existing supplies stayed in use, which is why cost guides such as Angi say any popcorn ceiling from the 1980s or earlier should be tested.

A rough guide only. Age raises or lowers the odds; only a lab test answers it.

That matters around Boston's northern suburbs, where much of the housing went up between the 1950s and 1970s. Many of the towns we serve, from Chelmsford to Billerica, have a majority of homes from before 1980.

Asbestos removal in Massachusetts: six rules to know

If popcorn ceiling asbestos is found, the next steps are set by law. Asbestos removal in Massachusetts is regulated by MassDEP and the Department of Labor Standards (DLS). In plain words:

    • 1Only licensed contractors for hireMassDEP says only DLS licensed and certified asbestos abatement contractors may be hired to do asbestos work in Massachusetts. A painter is not allowed to remove asbestos for you.
    • 2Inspect before you renovateBefore demolition or renovation, owners must have a DLS-licensed asbestos inspector check suspect materials. The narrow exception is a homeowner working on non-friable material in their own owner-occupied single-family home.
    • 3Notify 10 working days aheadAn ANF-001 asbestos notification goes to MassDEP and the Department of Labor Standards at least 10 working days before removal starts. The filing fee is $100.
    • 4Strict waste handlingAsbestos waste must be wetted and sealed, for example double-bagged in 6 mil plastic, and can only go to landfills approved to take it.
    • 5Permits may ask for proofSome towns, such as Wilmington, require a no-asbestos document or the ANF-001 with building and demolition permit applications.
    • 6Vermiculite: hands offFor vermiculite attic insulation, MassDEP points to EPA advice: do not try to remove it yourself.

How an asbestos popcorn ceiling test works

An asbestos popcorn ceiling test means a small sample of the texture analyzed in a lab. There are two ways to get one.

    Licensed asbestos inspector

    • Takes samples with proper protection and seals the spot
    • Sends them to an accredited lab
    • Gives you a written report you can use for permits
    • Required in most renovation cases in Massachusetts
    • Angi puts the average at almost $500

    Mail-in lab kit

    • About $50 to $100 (Angi)
    • Useful for a first answer before you plan work
    • The texture is misted with water before a small piece is taken, to keep dust down
    • May not satisfy permit or renovation requirements
    • MassDEP says samples must be collected with proper work practices

Next: what to do after the result
    Step 5 · The result

    After the test: two paths

    No asbestos found

    • The texture can be removed as normal construction work
    • We seal the room, wet and scrape, skim-coat and paint
    • Keep the lab report with your house papers
    • See our popcorn ceiling removal service

    Asbestos found

    • Do not scrape, sand or drill it
    • If it is intact, leaving it undisturbed is often the lower-risk choice
    • For removal or encapsulation, hire a DLS-licensed abatement contractor
    • After the contractor finishes and the area is cleared, we can repair and paint

    Step 6 · Our process

Popcorn ceiling removal after a clear test

When the lab says the texture is clear, popcorn ceiling removal is mostly careful prep and patient finishing.

    1. Lab result first. We start only after a lab report shows no asbestos in the texture.
    2. Seal the room. Floors, walls and furniture covered in plastic; vents and doorways closed off.
    3. Wet and scrape. Texture is misted to keep dust down and scraped off in sections.
    4. Repair and skim. Seams, cracks and gouges taped and skim-coated smooth.
    5. Prime and paint. Primer, then two coats of flat ceiling paint.
    6. Clean up. Plastic and debris bagged and the room cleaned before we leave.

    Step 7 · Costs

Popcorn ceiling removal cost and asbestos testing cost

Popcorn ceiling removal cost depends first on the lab result. Angi rows are national averages; the rest come from our price sheet for texture that tests clear.

For ceilings that test clear of asbestos. Lab testing, and licensed abatement if asbestos is found, are separate costs. Questions

    Popcorn ceiling asbestos: questions answered

    Do popcorn ceilings have asbestos?

Some do, and popcorn ceiling asbestos is invisible to the eye. Ceilings sprayed before the 1980s are the ones most likely to contain it, and you cannot tell by looking. The only way to know is a lab test of a sample.

How do I test a popcorn ceiling for asbestos in Massachusetts?

You can hire a DLS-licensed asbestos inspector, who takes samples and sends them to a lab, or use a mail-in lab kit. Angi lists kits at about $50 to $100 and professional testing at an average of almost $500. If you are renovating, Massachusetts rules generally require the licensed inspector.

Can I remove an asbestos popcorn ceiling myself in Massachusetts?

Massachusetts rules allow very little do-it-yourself asbestos work, and the narrow homeowner exception covers only non-friable material in your own owner-occupied single-family home. Loose, crumbly ceiling texture is usually not in that category. Ask MassDEP before you assume it applies, and hire a DLS-licensed contractor for removal.

Who removes asbestos in Chelmsford, Lowell, Methuen or Andover?

A DLS-licensed asbestos abatement contractor. Fine Coat Painters does not remove asbestos. Massachusetts keeps a list of licensed contractors; see the MassDEP asbestos resource guide. Once the work is cleared, we can repair and paint the ceilings.

Is it safe to leave a popcorn ceiling with asbestos alone?

If it is intact and you are not disturbing it, leaving it alone is usually the lower-risk choice. Problems start when it is scraped, sanded, drilled, water-damaged or crumbling. Get advice from a licensed asbestos professional before any work.

Can you paint over a popcorn ceiling that has asbestos?

That is called encapsulation and should be planned with a licensed asbestos professional, because rolling or spraying can disturb loose texture. Fine Coat Painters does not paint or scrape ceilings that have tested positive.

How much does popcorn ceiling removal cost in Massachusetts?

For texture that tests clear, our ballpark is $3.00 – $6.00 per sq ft to remove, skim smooth and paint, or $450–$900 for a 150 sq ft bedroom ceiling. If the texture has asbestos, Angi puts average asbestos removal at about $2,200, and our painting is separate.

What about vermiculite insulation in the attic?

Vermiculite can contain asbestos. MassDEP points to EPA advice not to remove it yourself. Leave it undisturbed and talk to a licensed asbestos professional.

Do I need asbestos paperwork to get a building permit?

Often, yes. Wilmington, for example, requires a no-asbestos document or an ANF-001 notification with building and demolition permit applications. Check with your town's building department.

What does a popcorn ceiling asbestos test report tell me?

It names the material sampled, the lab method and whether asbestos was detected, often with the type and percentage. Keep it with your house papers; buyers, contractors and building departments may ask for it.
